“As a community-based health and human services organization, HowardCenter is Chittenden County’s leading source for comprehensive and accessible developmental, mental health and substance abuse treatment, services, and supports.

Statutory language requires that each designated agency:
- determine the need for community-based services;
- establish a schedule for the introduction of new or additional services and/or strategies to meet the needs; and
- specify the resources that are needed by and available to the agency to implement the plan.
